Description

Rowing Club 645 a.m., using megaphone in harbor - constant issue at all hours; Club unresponsive to request to use radios, or voice. They row back and forth with electronic megaphone shouting commands. Imagine a bicycle group doing the same on a public road at all hours in a residential area?
